Delhi High Court directs Delhi soccer body to decide SOP, bio-bubble for boys football league

The Delhi High Court has directed the Delhi Soccer Association (DSA) to decide Standard Operating Procedure (SOP) and Bio-Bubble for Senior Division Boys’ Football League 2020-2021 in the wake of sudden rise in Covid-19 cases.

The court was informed on Friday by Shivam Sharma, counsel for Delhi Soccer Association (DSA), about their decision to suspend the Senior Division Boys’ Football League 2020-2021 and said the association will take further steps regarding the league in June.

The petitioner, Hindustan Football Club, stated that the suspension of the league addresses prayer “A” while not dealing with prayer “B” which talks about the need of a bio-bubble for the players and staff.

Justice Prathiba M. Singh directed that prior to the commencement of the league; DSA shall decide the SOP as well as address the issue of bio-bubble.

The Delhi High Court on April 12 had issued notice to the DSA on a plea which had also sought directions to ensure the formulation of a SOP including creation of bio-bubbles prior to commencement of tournament.

The petitioner had, inter-alia, stated in their petition that “in the present facts and circumstances and the rising number of coronavirus cases, the Delhi Soccer Association has announced the impugned event without due application of mind and without taking appropriate precautions.”

The petitioner had argued the DSA has not released any SOP for ensuring that the players and supporting staff is adequately protected from infection and that the same is in violation of the fundamental right of life and liberty.

Furthermore, the petitioners had submitted that the impugned event is in the teeth of the circular dated 02.04.2021, issued by All India Football Federation wherein it has been specifically stated that due to the spike of the coronavirus cases, no youth leagues ought to be held in states including Delhi.

Bio-Secure bubble is also known as a bubble or hub city, a hoisting arrangement for sporting events that emerged during the Covid pandemic. In this, the events are held at centralized site, often behind closed doors with strict quarantine and safety guidelines in order to contain the spread of coronavirus.
